Emergency Closing Handler does not consistently process immediately to all Children Libraries

Bug Description
The PaILS system is on 3.3 and used the ECH to apply a system level closing for several libraries during the COVID Crisis.
Example:
Sample Library System
Library Branch A
Library Branch B
Library Branch C
Apply the ECH for multiple days at the Sample Library System and check "Apply to All my Libraries"
Check Emergency Closing
Check Process Immediately
The Sample System Level entry behaves as expected, usually this is a dummy location anyway with nothing to process. It is green.
The Library Branch A entry also behaves as expected, the transactions are processed immediately. It is green.
The Library Branch B and Library Branch C entries have the closing listed, but it has lost the "Process Immediately" setting. It is blue.
As a result, the admin has to go into each Branch Location and open the closing entry. Re-check "Process Immediately" and it then it behaves as expected. The transactions are processed and it turns green.
