In addition to the "Target copies for a hold even if copy's circ lib is closed" and "Target copies for a hold even if copy's circ lib is closed IF the circ lib is the hold's pickup lib" library settings, it would be useful if there was a setting for system-level hold targeting (not just consortium and branch level).
The use case for this is our closures during the COVID-19 pandemic. We have libraries that are marked closed for a long period of time because they want to push out due dates, stop fines, etc. temporarily, but they still have staff filling holds for curbside pickup. Our statewide courier is not running between library systems, but some of the library systems have local couriers that are running between the branches within the system. They want the holds targeter to target their branches for pickup at any of their branches.
We do not want to make changes to the holds targeter itself, as (hopefully) things will go back to normal in the next month or two.

SCLENDS is currently in a similar situation-- the use case Terran describes.
I agree that it would not be ideal to make fundamental changes to the holds targeter itself, but a system-level setting would be very helpful.
