override_hold_has_local_copy not honored

Evergreen 3.2.4 and 3.4.1

When placing a hold in OPAC or the OPAC view in web client, the "override_hold_has_local_copy" permission is ignored and return a "hold was not successfully placed" exception if placing a hold with available local copy with the "holds.hold_has_copy_at.block setting" on. Would expect a prompt similar to other hold exceptions asking to confirm override.
