MARC Record Type Selector Missing from MARC Tag Tables (and no data displays)

Bug Description
Evergreen 3.4 and 3.5
The MARC Tag Tables interface (Administration -> Server Administration -> MARC Tag Tables) is missing the MARC Record Type selector. Options for that selector are Bibliographic, Authority, Holdings.
Additionally, no data currently displays in this interface. Going to the URL for the old interface you can see that data does exist. Possibly the issue is that the data doesn't belong to a particular library and so the library filter is preventing the data from displaying.
