Emergency Closing Handler Should Push Back Patron Expirations

As we've witnessed with many Evergreen libraries needing the emergency closing handler this month it would be useful if it also pushed back patron expirations until after the closing. Currently we are using patron buckets or directly in db.

I initially imagined it as an element that would have a checkbox but the more I think about it the behavior would be useful as baked in even for short closings so I think it should just happen automatically along with moving circ due dates and hold shelf expirations.
