Cataloging items at another library's shelving location still doesn't work great

Bug Description

Currently, if I want to catalog something for our branch library, the following doesn't work:

1) Go to the record in the staff client.
2) Click Add Volumes.
3) Try to add an item that includes the correct shelving location. This doesn't work, because the shelving location dropdown does not include any shelving locations at the branch.

This does work, thanks to bug 1739460:

1) Go to the record in the staff client.
2) Go to the Holdings View tab.
3) Select the branch library.
4) Click Add Volumes.
5) Try to add an item that includes the correct shelving location.

But that is not very convenient or intuitive! What I would prefer is that the shelving location dropdown just show me all shelving locations at my consortium, system, branch, and sibling branches within the system, without me having to fiddle with the Holdings View every time.

And, fwiw, neither set of steps works in the Angular Experimental catalog.

...and while having the shelving locations would be helpful for me, since I do cataloging for my system, it wouldn't work for somebody who catalogs for their whole consortium. Or for just their branch. Not sure what the best solution is here (does anybody remember what the XUL client did?)

Should the list of shelving locations be governed by the Circulating Library? For example, if I select BR1 as the circ lib, the shelving location dropdown shows BR1 shelving locations; if I change the circ lib to BR2, it updates the shelving location dropwdown to show BR2 locations.

I see shelving locations for the branches I am adding using both your workflows.

Could this be a work location issue? We find that sometimes if branch work locations are not set in permissions for catalogers that functionality is restricted.

I'm a supercat perm level but I know that many PINES catalogers use the Add vol button and don't go through Holdings view. If they couldn't see all branches shelving locations, I think we would have head by now.
