carousels: add option or type to include non-active items

The new items and new items by shelving location carousel types implicitly require that an item has had an "active" status at some point during its existence, and thus a non-null active_date. However, this precludes setting up automatic carousels that include on-order or in-process items that the library may wish patrons to see and place hold requests on.

New carousel type(s) or an option on the existing new item carousel types to permit inactive statuses (from a set list of statuses?) would be convenient to have.
