Add specification out of sequence in Bib Import Merge Profile editor

In the interface for creating a new (or editing an existing) Bib Import Merge Profile, the Add specification appears at the top of the form, instead of with the other specifications (preserve, remove, replace.) While it doesn't appear to affect functionality, it's location is a bit confusing.

Cataloging > MARC Batch Import/Export > Merge/Overlay Profiles > New Bib Import Merge Profile
