Angular grid filters: allow selecting muliple ID values to filter on

Bug Description

Observation of somebody using the Dojo grid filters for the hold policy matrix turned up a use case that should be accommodated in the Angular grid filters: allowing one to display more than one row by ID.

One way to do this might be to either add a "contains" operator to filters for ID-type fields that accepts a comma-separated list of values. Another might be to let the "is exactly" operator for ID-type fields accept comma-separated lists of IDs.

Having the ability to filter on multiple policies is essential to time effective troubleshooting. This filtering option should also be included in the circulation policy interface.

Being able to filter the angular policies grids (holds and circulation) at all is huge.

Being able to filter by multiple values / comma separated values would be useful when looking for and comparing policies for libraries with branches, where policies are not set at a parent level.

Also being able to filter by multiple criteria is critical, such as being able to limit only to active rules, and then rules by org unit.
