Wish List: Allow libraries to update own hours

Currently, we cannot allow libraries to update their own hours (or contact info / addresses) because they are part of the org unit settings and we do not give the libraries permissions at that level. It would be helpful if this information were split out so that libraries could do this themselves, just as they can change their own library settings and their own closed dates.

It would be helpful for libraries to have the ability to update library hours and addresses.
C/W MARS allows libraries to manage their closed dates but not the library settings.

This has been particularly desirable as we begin to see libraries reopen w/ hours different from the pre-Covid era.

As part of this, or separately, it would also be desirable for libraries to have the ability to designate more than one open time-span on a given day of the week.

So it turns out that we *CAN* actually give libraries the ability to update their own hours without changing other things with these perms that I didn't know about before:

CREATE_HOURS_OF_OPERATION
UPDATE_HOURS_OF_OPERATION
DELETE_HOURS_OF_OPERATION

And in regards to Joan's comment #1, there are also perms for:

CREATE_ORG_ADDRESS
UPDATE_ORG_ADDRESS
DELETE_ORG_ADDRESS

(And, like the other permissions, they can be restricted to branch or system level.)
