Booking - allow reservation without a patron account

We are enabling the booking module for our public libraries to experiment with using to reserve meeting rooms, but one immediate obstacle is that it requires a patron barcode and because they are public libraries, they don't always require that a person using a meeting room has a library card.

It would be nice to have an option to book without a patron barcode and allow the pertinent information to be manually entered (name, phone, email, etc.)

Another option would be to add a note field to allow a room to be reserved on a library staff card, but then the contact info entered manually. See: https://bugs.launchpad.net/evergreen/+bug/1859728

I agree -- we are hoping to use the booking module to reserve meeting rooms, but the major hang-up is that we allow anybody to reserve those rooms, not just people with library cards.
