Bug Description

Grid headers in Angular admin interfaces should be "sticky" by default, as there are many where a user might want to scroll through a large number of rows to find a setting or policy to change.

I tested this with several different admin grids, including carousels, and standing penalty types. In all cases I'm seeing sticky grid headers.

Thanks, Galen and Mike. I pushed this to master and rel_3_6. I chose not to backport to 3.5.
