Time zone of workstation checkout not honoring timezone where closed date was configured even with Library Setting: Library Time Zone value set

Bug Description

Evergreen version 3.3

This may be marked as not a bug, but still throwing the results of my test out there.
This is related to https://bugs.launchpad.net/evergreen/+bug/1705524

Set the Library Setting: Library Time Zone at the appropriate value. (I was testing CDT, so I entered America/Chicago).

While logged into a computer set to Eastern time, enter holidays into the closed dates editor.

Test the behavior by checking out items while the computer is still set to Eastern time, then switch it to Central time and check out another item.

Behavior I saw:

When logged into a computer in Eastern time zone, Evergreen correctly accounted for the closed date when calculating the due date (expected).

When logged into a computer in Central time zone, Evergreen ignored the closed date (in turn, not honoring the library setting).

In order for Evergreen to accurately calculate the due date when closed dates are at play, the closed dates need to be created on a computer that's adjusted to reflect the library's time zone.
