Bug Description
With the recent move to a minimum version of PostgreSQL 9.6 for Evergreen, we are now adding the PostgreSQL APT repo by default when running Makefile.install. Since Ubuntu 18.04 runs PG 10 by default, I have a situation where I want to be able to choose the PostgreSQL version from a long option in the Makefile.install script.
