Web client: when adding field, cursor behaves inconsistently

Bug Description

When in MARC Editor, if you add a field or subfield to a record already in your catalog, the cursor remains on the original line. If you add a field or a subfield to an imported record, the cursor jumps to the new line.

I am not sure which action is preferred (I think we would probably want the cursor on the new line), but dealing with the inconsistency is time-consuming.

I think this may in some way be related to the actions reported in bug #1771347.

Addendum: If you bring up a record in your catalog by TCN number and edit the record, the cursor also jumps to the new line.

I am not seeing this behavior in 3.6.1. The cursor changes focus to the new line for existing records and newly imported ones.
