eg-grid: refresh loses row count

Bug Description

I have been able to make this happen in Patron Buckets and Item Buckets. It does not occur in the Patron Items Out grid.

I have not tested other grids.

If you set a row count, and then refresh the screen, the number of rows displayed will be the same as when the interface was initially accessed even though the row count dropdown will reflect the count you just set. This seems to happen whether or not "Save Columns" has been used.

To reproduce:
1. Load a bucket with 25 items and the default display of 25 rows.
2. Change the row counter to 10 rows. The display will change to 10 rows, as expected.
3. Refresh the screen.
4. The row counter remains at 10 rows but the list returns to 25 rows.

Note that if you set the counter at 10 rows and then "Save Columns", and then refresh the screen, the list returns to 25 rows as well (while again retaining the value "10 rows" in the row counter). If you exit and return to the interface the new saved row count will display as expected on the initial page load, but then will exhibit the behavior noted above if you try to change the row display & refresh.

I know that this probably isn't a common set of steps but it was raised by a tester looking at some new development, and I thought it was worthy of a bug report.

Confirmed. Sort of. I found that in both the user bucket and item bucket that if I changed the row count to 10 and refreshed the page that the number of rows returned would randomly be either 10 or 25. The counter remained at 10.

Still an issue in 3.12.3

I can reproduce this problem with item buckets and user buckets. This is true even when saving the column settings.
