Limit Acquisition Queue visibility by Location

Bug Description

SPARK libraries using Acquisitions (v3.3) can see all the queues in the system and the list is cumbersome. We can also see distribution formulas from all org units. We believe this is due to acquisition queues having an individual owner instead of being associated with a specific location. We would like to see the acquisitions module have the ability to limit scoping to an org unit.

Re: distribution formulas, I've always been able to see all distribution formulas for all org units *if* I'm logged in as a global acqadmin. On a 3.3 system as a system acqadmin, I can only see my own org unit distribution formulas. So I can't confirm that I see that same behavior.

I *can* confirm that I can see all queues in the system, though, so marking the bug as confirmed for that issue.

We don't use distribution formulas so I would not expect to see any of these.

We are also using 3.3, and I'm pretty sure I only have system.

Sylvia or Lugene, do you want to spin off the distribution formula issue into another bug? I just double-checked and I'm not seeing that on our 3.3 test system, but I haven't checked it on a master server yet either.

I just checked in a purchase order for both of our owning libraries in the Adams County Library System.

We can see all of the libraries under "owning branch" and "copy location" but not under the other dropdowns. It does have our 2019 and 2020 fund line items listed but we haven't closed out 2019 yet so I'm guessing that will go away once we do.

In my personal opinion it would be much cleaner to only see our own options.
