Bug Description
Observed in 3.2 production and 3.4 dev using Chrome browser.
In the Message Center accessed through the "Other" tab in the Patron Edit interface, a spinning wheel located next to the "filter" option remains continuously despite a fully populated grid.

Confirmed. Also noting that this is another old dojo interface that will need to be upgraded to Angular. I'm not sure if this interface will be upgraded as part of the project to consolidate alerts/
