Bug Description

It wouldn't hurt to have some live tests for barcode completion. We use the open-ils.actor.get_barcodes API call to retrieve users in a few places; let's make sure it works as expected.

This could usefully be expanded to more test cases: multiple matches, barcode completion rule is inactive ...

Thanks for the new live test file, Jeff! It looks reasonable to me, and the test passes. Pushed to master and rel_3_5.
