Deleting an address shared by another patron fails silently

We have such a case that a library tried to delete a mailing address from a patron account, but the address came back after clicking Save.
The patron has two addresses, one for mailing and one for physical. The addresses are shared by another family member. We had to remove the link from the family member, then delete it from the owner's account. Staff were confused.
Should the address be deleted, as it is from its owner's account? If Evergreen does not allow the deletion, there should be a prompt.
This prompts another question. When an address is added to the main account, should it be shared with the group member(s) automatically? Currently it is not.
