When printing spine label sheets if you are printing more than one sheet at a time the margin at the top of the second page is less than that of the first page.
In my testing I printed out two pages of sheet labels in Chrome. My top page margin was set to 1.2cm and I had 20pts of padding added to my labels through the Inline CSS. Page one had 2cm between the top of the page and the top of the spine label text. Page two had 0.8cm between the top of the page and the top of the spine label text.
The left page margin is observed on both pages.
The workaround is to only do one sheet's worth of spine labels at a time. If you tell Chrome to print just page two the top margin is still ignored.

This also appears to affect continuous label printing where you lose the specified top margin setting after the first label. Observed in Version 3.6.2
