Linking an acq lineitem on a PO when activating doesn't finish normally

Bug Description

I encountered this in both XUL and web client 3.1.13.

--I have an unlinked lineitem on my purchase order (says link to catalog on the lineitem)
--I click on Activate
--I get the Vandelay screen and enter a new queue name.
--The window pops up showing the progress for Creating bib, call number, and copy records
--The progress bar hits 100% but doesn't close
--I have to manually close the progress bar window and manually return to the purchase order
--The lineitem has been linked, but the purchase order didn't activate
--I have to click on Activate again, then the PO activates as expected.

What I expected to happen:
For the progress bar to close itself when the process has finished, and I'm returned to the
purchase order in an activated state with the lineitem status updated to on-order.

Can confirm seeing this behavior personally in EVG 3.2 as well.

I have seen this happen in 3.2.4. I don't think our libraries use this method very often, so I don't know if it's encountered that much. I encountered it while troubleshooting a problem PO for a library.

It shouldn't happen very often for us either, but sometimes the librarians forget to fill in a new
queue name during the upload, so they end up with all their lineitems being unlinked and have to fill in a queue after activating the PO. They would run into this problem at that point.
