Offline Mode not defaulting to display all required fields

Evergreen versions 3.2 and 3.3

When registering a patron in offline mode:

Circulation -> Offline Circulation -> Register Patron tab

if the patron's first and/or last name is required, these required fields do not display by default. It is necessary for the user to select Primary Name to drop-down further field options. If the user doesn't know to click on the Primary Name option and attempts to save the patron registration, the user will get a "Please enter valid values for all required fields." alert. It isn't easily discernible as to which required fields were not filled-in. The patron first name and last name should display by default, without further action required by the offline user.
