Line item status does not update when LIDs are a mix of received and cancelled

Bug Description
Tested on 3.2.3 and current master.
When a line item has multiple copies, and some of the copies are received and some are cancelled (with cancel reason of keep_debits=false), the line item status remains as "on-order." Since all the copies have been resolved, the lineitem status should update to "received."
If there are line item details with a cancel reason of keep_debits=true, like Backordered, then the line item should remain On-order since there's a presumption that the items will still eventually be received.

Confirmed this is still an issue in 3.11.1
