Block editing the dummy bib and call number used by pre-cat items

Bug Description

We have a few cases that the call number (with id -1) and/or the bib record ( id -1) were edited by staff. It can be done via Item Status screen. Can it be blocked?

In EG 3.1 and 3.3 if you attempt to access the pre-cat MARC record through the patron account or the Item Status List View the MARC Edit tab is not accessible.

If you go to the Item Status Detail View and click on MARC in the record summary you are taken to the record and the MARC Edit tab is accessible.

Would it be a bad idea to hard code a block when editing row ID -1? I could see that as a fix for this issue. Should the staff client ever be allowed to edit and ID number on any table that is < 0 ?

To be clear: I'm proposing the limitation to be at the web application layer and/or at the Perl layer. Not in the DB layer.

This is still happening in 3.6, causing problems for staff trying to delete their own precat items.
