Due time in email checkout receipt is not adjusted to workstation time zone

Bug Description
We wish the due time in email checkout receipt be adjusted to the workstation's time zone, just like on the printed receipt. We need to include the time portion in due time for hourly loans. We have libraries in time zones different from the server's time zone.
