Using force hold, items with parts do not get assigned as current item

Bug Description

version 3.2.7 and current master

If you place a force hold on an item with an assigned part the current item column never gets populated with the item information, and thus it also is never pulled up on a pull list.

To reproduce this in the Concerto data using TCN 53 and borrower id 182 (Andrews, Raymond Willie) place a force hold on item barcode CONC4100088, which does not have a part assigned to it, and to item barcode CONC70001388, which does have a part.

Go to the patron record and view the Current Item column in the holds. The item without the part is assigned a current item number, the item without the part is not.

This is still the case in version 3.4.6. When forcing a hold on a reference item, if the item has a monograph part, the hold is placed, but the potential copies is 0, and the hold is never pulled by branch staff.
