Request items fails silently if exceed allowed holds

Bug Description
When placing item holds using the request items function in holdings view, holds beyond the limit fail silently. Holds are placed on those items up to the limit, but not on those that exceed. No message is given that holds succeed and some fail.
For example, we are limited to 50 holds. If I have 20 existing holds and attempt to request 40 items, the dialog box closes with no communication on the hold status. If I check my record, I now have 50 holds and the 10 that exceed the limit are not held.
In the XUL client, after clicking on OK, we would receive a message with the number of holds that succeeded and the number that failed.
