webstaff: Merge Records UI Edit buttons only appear disabled

Current master as of 7/11/2019

when merging records through the record bucket UI, if you select the Edit button on a lead record, the disabled class is applied to both the Edit and Edit Using Full Editor button. However, the attribute is not applied, so clicking either button still works as if the were enabled.
