reporter: data transform to Substring causes report creation screen improperly loaded

Substring is an option on transform list for a text field. When using it in a filter field, e.g. billing type, the report creation screen is not properly loaded when running a report from it. See the attached image.

On XUL client, the transform is called 'Contains Matching substring (ignore case)' Templates including such transform still work on Webby. Templates cloned from them on Webby work too. But newly created templates with it (called 'Substring' now) do not work.

Correction:

Contains Matching substring (ignore case) is the operator. It works with a text field transformed to Raw Data.

But text field transform to Substring causes errors on report creation screen.

This is no longer an issue in the Angular Reporter (3.13+)
