Acq : can't receive cancelled/delayed/backordered copies on purchase order

Bug Description

When ordered copies have been marked with the cancel status of delayed/backordered, you can't receive on the copy level. Where this is a problem is in a multi-branch system where staff only wants to mark their branch's copy as received. The best you can do is mark the lineitem as received, and then go to the copy level and un-receive the other branches' copies.

This currently happens in XUL 3.1.8 but has been reported at our libraries as far back as 2015. It's the same in the web client.

As of 3.10, in Angular purchase orders you can now mark individually backordered copies as received. Subsequently marking this as Won't Fix.
