OPAC visible stat cats not visible

Bug Description

Patron stat cats used to be visible in the OPAC if configured with that flag. Our libraries would like to see that data return as an information sharing tool with patrons either on the summary view or the Personal Information subtab.

Examples of what we would like to use this for:

 * Share renewal dates for alternate memberships (Friends of the Library)
 * Subscription status for library newsletter(s)
 * Status of internet policy paperwork

Copy stat cats are also no longer visible in the OPAC even if OPAC visible is set to true

Continues to be an issue in 3.6.

(Tested with proposed stat cat angular port of stat cats and the OPAC visible flag for copy and patron have no effect on what displays in the OPAC.)

Note that this development is only for the Bootstrap OPAC as the TPAC is no longer being actively developed.

To test:

1) Go into Admin > Local Administration > Statistical Categories Editor
2) Create a few item stat cats and patron stat cats, some of which are OPAC-visible and some not
3) Test applying OPAC-visible and non stat cats to items and patrons, then check the public OPAC to see if the appropriate ones appear

The patron stat cats should appear under My Account > Preferences > Personal Information (below the account expiration date).

The item stat cats should appear on the item holdings table underneath the call number (where Copy Notes would also appear).

I added both visible and hidden item stat cats to items on TCN/Record ID 2 (Le concerto/ Guy Ferchault) for Sys1 BR1. The stat cats act as expected for both visible and hidden stat cats, if added at edit for an existing item and to a newly created Item.

I also added visible and hidden patron stat cats and assigned to an existing patron (99999376864 Leon Anderson) In addition to visibility, I checked for them to display in the summary. They act as expected.

A note from today's release meeting: Release notes should include a warning that this will make things public that haven't been previously. Include some SQL in the release notes that can set everything back to private, so that libraries can sepcifically decide which ones they'd like to make public again.

Thanks, Terran and Elaine! Merged for inclusion in 3.10. I'm not backporting this one, since it has been missing for so long that Evergreen sites will likely need to treat it as a new feature.
