Bib Record - View Holds Initially Loads 25 Holds Regardless of Displayed Row Limit

Bug Description

Observed in Evergreen 3.2.4 and 3.2.5
Unsure if bug affects older versions.

The first time the View Holds tab is loaded while on a bib record, the load will behave like the row limit is set to 25 and display up to 25 holds, (fewer if the total holds is less than 25), regardless of the row limit set.

To test:
1. Pull up any bib record and go to the View Holds tab.
2. Set Row Limit to anything other than 25, (5, 100, etc)
3. If you're on 3.2.5+, you can also set the Pickup Library to Cons, (Consortial level), to give you a better chance of seeing the bug.
4. Pull up a bib record with at least 25 holds at the level set in step 3.
5. Go to the View Holds tab. After the list loads, observe that 25 holds have loaded.

This isn't just limited to records with 25+ holds. For example, if your row limit is set to 10, and there are 23 holds on the record, all 23 holds will display on the initial load. Alternatively, set your row limit to 100 and pull up a record with 57 holds, notice only 25 initially load.

As soon as a column is re-sorted, the pickup library is changed, the row limit altered, etc, the list will reload correctly.

I've attached a screenshot showing View Holds limited to 5 rows but displaying 25 holds. The pickup library chosen has 57 total holds on this bib record.

Confirmed in 3.2.5. Once the holds screen is refreshed either sorting or selecting another row limit, the holds display normally. After you reproduce this bug initially, an easy way to reproduce it a second time is to log in as a different staff member and go through John's steps above.

Tested this on 3.7.2

Though this is still an issue in the Traditional catalog, it is not an issue in the angular staff catalog. The angular staff catalog appropriately respects the row limit when loading the holds.
