Templates not working properly

I created several templates that only work about 1 or 2 times out of 10. Most of the time when I apply the template, there are still areas that I have to change such as the Circ Modifier. The template will also do things it's not supposed to such as creating a Normal Checkout and Normal Checkin Copy Alert stating that a circulating fiction item is a reference item. When using these templates, I expect them to work according to how I saved them originally. However, at least 80% of the time I have to fix the template because it does not apply the correct categories the way I had it set up to do.

I am currently using Evergreen 3-1-10 on the latest version of Chrome.

This sounds like it is a duplicate of bug 1772062 & I'm marking as such.
