Web Client Serials: Routing lists do not print from quick receive when not barcoded

Bug Description
We are on the Web client 3.2.4. We have a lot of professional collection serials which we do not barcode/create items for. When receiving them we have a subscription note that tells staff to uncheck the Barcode Items box, and to check the Print routing lists box. In Quick Receive when they do this, the issuance is saved, receiving the issuance without a barcode, but there is no routing list popup window to print from. Popups are allowed, it just isn't making the attempt. If you barcode the item, the routing list WILL print from Quick Receive.
If the issuances are received in Manage Subscriptions > Manage Issues, as long as the Print Routing Lists box is checked, the routing list popup will appear after a popup warning the user that one item will be received without barcoding.
Ideally we would like to be able to print routing lists with or without barcoding the issues from Quick Receive.
