Bug Description
In the web client copy editor, statistical categories appear unsorted. In the xul client, statistical categories were sorted alphabetically.
Bug 1777184 is related, but not the same, reporting that statistical category *entries* are not sorted.
For systems with many statistical categories at different levels of the org unit hierarchy, organized display of the statistical categories is important for usability.
