Bug Description
Wishlist request -> We would like to be able to specify an HTML message to display on the OPAC until a user logs in to My Account. Once the user logs in the message would go away.
There's a maintenance_message variable (disabled by default) in config.tt2 which we can to use to manage library-specific banner messages but once enabled the message always displays.
We would like the ability to "turn off" the maintenance_message if the patron is logged in to My Account.
Currently there is a setting in the Library Settings Editor "OPAC Login Message - HTML blob to be rendered in an interstitial page upon OPAC login". This is the opposite of what we want.
