Browser client org select sticky setting should be workstation setting

The AngJS org unit selector supports a sticky-setting attribute which allows the widget to store the last selected value as the default. This value is currently stored in browser storage. It should instead be stored as a workstation setting, or at least support the option to chose in the calling code.

Note the same will need to be done to the Angular org selector in addition to implementing the sticky setting which is currently a placeholder attribute.
