Preferred Name fields don't obey "suggested field" org unit settings

On the patron registration/edit form, The First Name and Last Name fields are "Suggested Fields" by default. Prefix, Second (Middle) Name, and Suffix can be set as "Suggested Fields" using the following org unit settings.

Suggest second_given_name field on patron registration (ui.patron.edit.au.second_given_name.suggest)
Suggest prefix field on patron registration (ui.patron.edit.au.prefix.suggest)
Suggest suffix field on patron registration (ui.patron.edit.au.suffix.suggest)

Preferred Name fields should follow the same "suggest" settings as the Primary Name fields, but they do not.

To see the problem on a stock system with default settings:

- Open the patron registration screen and choose to view "Suggested Fields".
- Note that only the First Name and Last Name appear under the Primary Name tab.
- Note that only First Name and Last Name appear under the Preferred Name tab.
- Set the org unit setting "Suggest second_given_name field on patron registration" to TRUE for the consortium.
- Open the patron registration screen and choose to view "Suggested Fields".
- Note that under the Primary Name tab, First Name, Middle Name and Last Name all appear.
- Under the Preferred Name tab, however, only First Name and Last Name appear.

So regardless of the "suggest" ou settings for Prefix, Middle Name, and Suffix, only the default suggested name fields, First Name and Last Name, ever appear under the Preferred Name tab when viewing "Suggested Fields".

To view all name fields, it's necessary to switch to "All Fields" view.

With these library setting set to true, all the name fields appear as Suggested for both the primary name and the preferred name:
