Alert users that Hatch native application isn't installed

Bug Description

In the event of a communications failure an error message is returned to the Hatch extension. It's currently logged (every 5 seconds, forever) on the extension's background page, but if we could somehow inform the client proper it could take a couple steps depending on the type of failure: 1. disable Hatch since it's clearly not working, and 2. point users to the download page on evergreen-ils.org to install the native application. Then the user can try to re-enable Hatch and begin using it. I don't know how much effort would be required, but it may also be possible to change the extension icon to reflect the connection status, or give a link in the extension menu directly to the downloads page.

For example, here's what the console says if you install the extension but not the native application: "Hatch disconnected: Specified native messaging host not found." And Firefox: "Hatch disconnected: No such native application org.evergreen_ils.hatch"

+1 to alert users when native application is not installed
After spending too much time troubleshooting Hatch when the application was not installed, I can confirm the benefit of pointing new Hatch users to the download page on evergreen-ils.org to install the native application.

Looking at the Hatch printer settings page in 3.12, there is now a "Hatch Status: Not Connected" message at the top of the page. Is that sufficient to resolve this Wish List, or is there still a desire for additional information on this page?

(Noting that the "Not Connected" text currently displays in yellow, which is really hard to read - I'll create a separate but for that.)
