Bug Description

Authority records for jurisdictions (e.g. U.S. states, territories, or tribal governments) are 151s (geographic headings), rather than 110s. But those headings can still be used in bib records as 110s, 610s and 710s (corporate name creators, subjects, or contributors). Evergreen doesn't currently validate bib 110s, 610s, or 710s against authority 151s.

For example, an authority record with this:
=151 \\$aSwinomish Indian Tribal Community

Does not match against a bibliographic record with this:
=710 1\$aSwinomish Indian Tribal Community,$esponsoring body.

This is in Evergreen 3.1.2.

Seems to be discussing much of the same concerns brought up in https://bugs.launchpad.net/evergreen/+bug/1359402
