State-Specific Copy Alerts Ignore State of Item

New-style item alerts theoretically let you add alerts to items that only appear when the item is in a specific state, for example...
MISSING
DAMAGED
CLAIMSRETURNED
etc
In my testing, if one of these alert types is manually added to an item, the alert will appear regardless of the item's state. The alert essentially acts like a "normal" alert.
Here are steps to reproduce.
1. Pick an item in the system with an Available status, (any copy status works here but Available really illustrates how independent the alert type is of the state).
2. Add a checkin alert to an item using an alert type based on a specific state, (i.e. "Checkin of Missing item").
3. Check the item in. Notice the alert appears.
The alert will continue to appear regardless of the status of the item or the temporary nature of the alert.
It seems reasonable to assume that these alerts should only show up when the status of the item is the same as the State described in the alert type.
This also creates a problem because "Checkin Missing item", "Checkin of Lost item", etc types need to be set as Active for them to appear automatically when an item in the corresponding state is checked in. This means all these alert types appear in the drop-down when adding an alert, leading to potential confusion with staff.
