TCN search does not find deleted bib record

Bug Description
In the Web Client 3.1.8, I searched for a TCN and got the message "Bib Record Not Found." Tried it in Firefox and Chrome, with the same results.
In the xul client 3.1, the same search said that the record had been deleted and asked if I wanted to see it. I was able to view it and undelete it as expected.
Searching by Record ID did bring up the deleted bib in the Web Client, but there are many cases when the Record ID is unknown but the TCN is known to us. (We use OCLC numbers as our TCN values.)
There are many times when I want to undelete a record like this. If the TCN value is all I have, I expect the client to retrieve the record and give me the undelete option.
