Group Penalty Threshold link does not work

Bug Description

Evergreen 3.2.2

Go to Administration | Local Administration
Click Group Penalty Thresholds

I expect it to go to the URL /eg/staff/admin/local/permission/grp_penalty_threshold or something similar so I can administer the penalty thresholds.

What it does instead is go to the URL /eg/staff/admin/local/permission/grp_tree and displays a blank screen.

Confirmed. Not broken on 3.0.2, but is broken on our 3.2.2 test server.

FWIW, it's not broken on 3.1.2 either.
