Hard max foreign circulation setting

Right now the max foreign-circulation setting is dependent on home library holds. We would be interested in a library setting that forces an item home after a selected amount of time regardless of the presence of holds. It would be a hard setting that cannot be overridden, disallowing circulation until the item is checked in at the circulation library, without a special permission.

Rather than changing the existing setting, it seems to make more sense to add a new setting so that remote requesting patrons aren't inconvenienced too much, but the circulation library gets a chance to see and evaluate the state of the copy without having to place a bunch of holds.
