Bug Description
Since you cannot delete a non-cataloged type once it's been used, we would like a way to at least deactivate them (hiding them from active circulation interfaces) if they are no longer needed. Deactivating would be better than deletion since they could be brought back into use if the situation changed again.

Currently, in order to remove non-cataloged types from the circ interfaces we have to delete all of the attached circulation data, which can only be done from the back end and leads to overall loss of information. Being able to deactivate them and have them hidden from the dropdowns would be a much better solution.
