Cannot Create New Call Number Prefixes and Call Number Suffixes

Evergreen 3.2.1
I cannot recreate this issue in web client version 3.1.
Administration -> Server Administration -> either Call Number Prefixes or Call Number Suffixes -> select New Prefix (if in Call Number Prefixes) or New Suffix (if in Call Number Suffixes). A secondary window pops up, create a name and assign the owning library, click Save.
The call number prefix or suffix will not save. The secondary pop-up screen remains, with the primary screen grayed-out in the background. The user must either Cancel the request or close out the pop-up window.

I was able to reproduce the issue on a VM built from master as of 12/10/18 so 3.2+.
