Bug Description
Evergreen 3.2
Libraries using new style alert messages have reported items with alert messages are being allowed checkout at self check stations. Prior to 3.2 when using the alert_message column the check outs were prevented forcing patrons to see staff to check the items out. SIP needs to be taught about the new style of alert messages.

I'm going to have to remove my Confirmed update on this bug. I was not able to test SIP. I incorrectly thought this referred to Evergreen's Self-Check, which also doesn't block the new alert messages.
