Add a new setting to Library Settings Editor which allows you to disable phone notifications for a library.

If Set to True - the check box for phone notifications would be greyed out on the place hold screen.

This would also be greyed out in the patron record / My Account so patrons could not choose this as a default hold notification method.

We have used the setting (and removed the check box for phone notifications from our catalog), see the attached image. However, it is possible to apply individual notifications setting on the particular library only in the case that the library has its own customized OPAC interface (see http://docs.evergreen-ils.org/reorg/3.2/command_line_admin/_how_to_override_templates.html). Otherwise, the setting is applied to the whole consortium.
