Newly-created item templates do not always apply settings as expected

Evergreen release: 3.2

I was not able to replicate this problem on 3.1.

There are times when a newly-created template's settings do not apply. You can replicate the issue with the following steps:

1. When you already have one item template in place, retrieve the interface and change a setting. Save this change to a second template.
2. Select the previously-created template and apply those settings. The settings should apply as expected.
3. Select the new template that was just created and click to apply those settings. The settings will not apply as expected.
4. If you exit the interface, retrieve it again, and apply the settings from that second template, they will apply as expected.
